Equal and Universal Access to Information is essential to promote human rights and dignity, to eradicate poverty and to build inclusive knowledge societies. The International Day for Universal Access to Information aims at spreading awareness concerning the need to expand laws related to information and their actual implementation. The expansion of these laws helps in building inclusive institutions access the world. UNESCO declared on 17 November 2015 that the International Day for Universal Access to Information will be marked and celebrated on 28 September every year. The 74th UN General Assembly proclaimed 28 September as the International Day for Universal Access to Information (IDUAI) at the UN level in October 2019. Since 2016, the celebration of the International Day for Universal Access supported by UNESCO spanned from 20 to 26 countries, spreading awareness on our Right to Access Information.

29 September 2021 - 3:30 to 4:30 pm CET The OER Dynamic Coalition celebrated the International Day for Universal Access to Information (IDUAI) which theme this year was "The Right to Know - Building Back Better through Access to Information”. The objective of the webinar was to highlight how OER, copyright capacity building and policy development enhance access to information. It raised awareness of copyright and the importance of supporting countries and institutions to develop legal and policy frameworks that promote OER, in line with national and international obligations in this area. International Day for Universal Access to Information (IDUAI) celebrated yearly on 28 September is “The Right to Know – Building Back Better with Access to Information.” It will highlight the fact that the public’s need for accurate and reliable information has never been stronger than now, as countries’ struggle to overcome the COVID-19 pandemic rebuild communities and institutions. UNESCO and partner institutions will host seven online webinars for IDUAI, on 28 and 29 September that will focus on the central role of access to information legislation and its implementation in operating strong institutions that contribute to the public good and sustainable development and the need to strengthen international cooperation in promoting and implementing the right to information as a fundamental human right. Panel 5: Presentation of the updated Policy Guidelines for the Development and Promotion of Governmental Public Domain Information - In cooperation with IFAP The updated version of UNESCO’s ‘Policy Guidelines for the Development and Promotion of Governmental Public Domain Information’ was presented for endorsement. The purpose of the Policy Guidelines is to build impetus in the development, promotion, production, dissemination, preservation, and use of public information, with particular attention to information in digital form. It recommends that information produced by public entities in all branches and at all levels should be publicly accessible, unless clearly defined as an exemption. The speakers reviewed the guidelines during the session, and the audience was invited to provide its remarks.

Mr. Rohana Hettiarachchie's speech on "RTI in elections law/exposing corruption" at the online discussion hosted by the Sri Lanka Press Institute to mark the International Day for Universal Access to Information 2021. Mr. Hettiarachchie has more than 20 years of election monitoring & observation experience locally & internationally. Specialized in Asia- Pacific regional election monitoring, and also Common Wealth liaison with election management bodies and other relevant stakeholders. He is currently the General Secretary of Asian Network for Free Election (ANFREL), the Executive Director of Peoples Action for Free & Fair Elections (PAFFREL) which was formed in 1987 primarily to observe election in Sri Lanka. Furthermore he is the Governor of the Marga Institute (Research Organization), Governing Council Member of National Peace Council. Visiting lecturer at University of Sri Jayawardenepura. He is a founder of March 12 Movement which leads towards clean politics in our country (Sri Lanka). On 28 September 2020, the Centre for Human Rights, University of Pretoria, ARTICLE 19 (Eastern and Western Africa), Media Institute of Southern Africa (MISA) Zimbabwe, Transparency International (Kenya), and the Special Rapporteur on Freedom of Expression and Access to Information in Africa hosted a webinar on the occasion of the commemoration of the International Day for Universal Access to Information (IDUAI). IDUAI was proclaimed by the 74th UN General Assembly as a recognition of the significance of access to information. This Day was initially proclaimed by the UNESCO General Conference in 2015, following the adoption of the 38 C/Resolution 57 that declared 28 September of every year as the International Day for Universal Access to Information. The webinar will focus on the role of access to information in promoting transparency and tackling corruption in Africa. The African Charter on Human and Peoples’ Rights guarantees the right of access to information under article 9 and is further elaborated in the Model Law on Access to Information for Africa (2013), the Guidelines on Access to Information and Elections in Africa (2017), and the Declaration of Principles on Freedom of Expression and Access to Information in Africa (2019). This framework is aimed at promoting the right of access to information and guiding states in the adoption of access to information legislation. Access to information is a cross-cutting and facilitative right that is also instrumental in democratic governance and promotion of transparency and accountability. The African Charter on Human and Peoples’ Rights guarantees the right of access to information under article 9 and is further elaborated in the Model Law on Access to Information for Africa (2013), the Guidelines on Access to Information and Elections in Africa (2017), and the Declaration of Principles on Freedom of Expression and Access to Information in Africa (2019). This framework is aimed at promoting the right of access to information and guiding states in the adoption of access to information legislation. Access to information in is important so as to “foster a culture of transparency and accountability in both public and private bodies, and to promote a society in which the people… have effective access to information to enable them to fully exercise and protect all their rights.” The culture of secrecy in Africa has nurtured the now deeply-rooted scourge of corruption, which has permeated the socio-economic and political spectrum and hindered economic development. The magnitude of corruption, particularly by public officials, has been a consistent issue of concern and a source of frustration. In response to the information gaps, the media plays an important role in investigating and exposing wrongdoing especially in the public sector that is accountable to the polity. As such, the subject of corruption is an area of interest in the media sector. However, this has not escaped the notice of corrupt governments and the deep state who have harassed, intimidated and even arrested journalists and other critical voices who exposed or attempted to question corrupt practices. Repressive media laws have also been used to reign in the independence of the media. Mr. Zahid Abdullah's speech on "RTI rulings in respective countries advancing governance/making the political establishment accountable" at the online discussion hosted by the Sri Lanka Press Institute to mark the International Day for Universal Access to Information 2021. Mr. Abdullah is currently serving as Federal Information Commissioner at Pakistan Information Commission. He has the experience of studying at Masters level, with one degree in English Literature from a public university with sight and the other in Development Studies from a private one without sight. He believes that access barriers in physical and social environment render people disabled and not the physical impairments. Guided by this philosophy, he has been contributing to the right to information and disability rights movements within and outside the country for over 2 decades as a trainer, resource person and as a researcher. In 2012, he helped established Coalition of Right to Information (CRTI), a platform of over 50 civil society organizations working for the enactment in Pakistan of right to information laws according to international best practices of right to information legislation and implementation of existing information laws. In 2017, he also helped establish nationwide Coalition for Inclusive Pakistan, (CIP), comprising over 100 NGOs represented by the transgender, the disabled and women to work together for the realization of their fundamental rights through participation in electoral processes, both as voters and election observers. He is author of ‘Disabled by Society’ and ‘The Wise Man’ and has been contributing Op-Ed articles in national dailies on human rights Issues. #SLPI #RTI #AccesstoInformation #IDUAI #IDUAI2k21
